The legislative
power
  • The 60 elected deputies form the Luxembourg Chamber of Deputies and constitute the legislative power of the country.
  • The Chamber has the power to initiate and decide on new laws and to amend existing laws.
  • In order for a new law to be initiated, or for an existing law to be amended, there must be either an initiative taken by the executive (Government + signature of the Grand Duke) or the Chamber of Deputies (parliamentary initiative, legislative power).
  • The other two missions of the Chamber are the control of the Government (through interpellations and parliamentary questions) and the orientation of the political debate.

 

The executive
power

After the parliamentary elections, the elected must form a majority of one or several parties in the Chamber of Deputies to establish the government.

From this majority, the Grand-Duke chooses a Prime-Minister who must be able to form this government with the support of the parliamentary majority.

There has never been a minority government in Luxembourg.

The voting system

4 voting districts exist in Luxembourg: The North, the Centre, the, South and the East. The number of the deputies to be elected in each district is enshrined in law and depends on the number of residents in the respective district.

The voter has two possibilities:

To put one cross (+ or x) in the circle at the top of a list. In this case, the voter automatically gives one vote to each candidate on that list.
or
To attribute one or two votes to the candidates of their choice, by putting one or two crosses (+ or x) into the boxes behind the names of the respective candidates, until they have reached the total of votes at their disposal. The voter can attribute as many votes as there are officials to be elected in their district. The crosses can be made on one or several lists, which is called « vote-splitting ».

Example:

For example, you live in Wormeldange, a municipality in the district East. As such you can attribute up to 7 votes.

List suffrage
In this example, you have assigned 1 vote to each candidate on this list. No additional suffrages are possible.

Nominal suffrage
In this example, you have given 1 or 2 votes to the candidates of your choice (panachage). You have the possibility to give as many votes as expected in your constituency (here: 7).

Legislative elections are held every 5 years. Not to be confused with municipal elections which are held every 6 years!
The members of the Chamber of Deputies are elected and constitute the legislative power of the country. A majority must be formed by the elected members of one or more parties to form a government. The Grand Duke chooses the Prime Minister from this majority.

North: 9 seats
East: 7 seats
Either the voter votes for a single list, thus automatically attributing one vote to each of the candidates on this list. Or he distributes his votes between the candidates (maximum two votes per candidate) of the same list or on different lists (panachage).
